Definition of Star Trek: Frontiers

The name of the community shall be "Star Trek: Frontiers," and shall
be referred to hereto forth by its initials as "STF."

Mission Statement

Founded on March 11, 2001, the purpose of Star Trek: Frontiers is to provide and
encourage a premiere PBeM role-playing experience through exchange of
friendship, community, ideas, and cooperation.

Its re-founding on ?????? continues these goals.

Membership

Membership into general STF ranks is open to any soul who applies and adheres
to the Constitution as set forth. Membership will be closed to individuals who
do not proffer friendship, community, ideas, and cooperation, thus abiding by
the spirit of the game.

General Role-Play Rules

1) We do not play canon characters and canon ships in STF. We do not advocate
playing a newly found relative of a canon character. We do not advocate
changing canon history. The purpose of this is not to infringe on
Paramount copyrights. (Should STF already have an existing plotline and
what is considered Star Trek canon, the standing STF game plotline will
take precidence.)

2) STF tools and references are the intellectual property of their creators,
and are permissible for use in STF. Uses outside of STF require agreement
of said creators. This includes, but is not limited to: stellar maps,
website designs, ship specifications, ship registry, graphics, forums,
alien data, etc. Also, changes to these tools/references should likewise
be approved by said creators.

3) Upon a new players entry into STF and any unit thereof, the command staff
of the receiving unit reserves the right to advise a player on character
biographical information. This includes, but is not limited to: rank, fatal
flaws, timeline adjustments, probable education, Starfleet career, etc. Our
command staff is experienced in role-playing, and can optimize your character's
bio for a better role-playing experience.

4) New members joining and applying to STF at large will be welcomed by the game
administration and shown a detailed list containing unit information and open
positions, allowing them to select their top choices as to what fits their
writing style and desired adventure within the game. The administration will
inquire with the command staff of the designated units moving from first choice
to second choice until a match and assignment is completed, with both parties
mutually agreeable to the placement. (CO’s do not contact new members applying
to STF at large until after administration makes a match and introductions.
Players recruited directly to a unit may be assigned directly to that unit.)

5) Once assigned, new players to STF at large will be taught skills and writing
styles by the Command Staff of a unit or their designated instructor so that
the new player better acclimates to the writing patterns of that unit.

6) A unit's Commanding Officer, or his designate, is responsible for general
mission and continuity of that unit. Because STF is a ‘shared-universe-game’
where the actions of one unit may cause effects widespread and felt by other
units, they should likewise keep their CINCFleet informed of mission plans
and ideas, especially before introducing radically divergent plots. This is
to preserve continuity within the overall plotlines of STF as a whole.

7) Members are required to work within the unit's general play and plotlines,
and consult with unit command players before introducing radically divergent
plots.

8) Fleet Administration is responsible for tracking plotlines of the writing units
within their fleet, making sure continuity of story is preserved. It is their
responsibility to not limit plotline creation of the unit Commanding Officers,
but to make sure that those plotlines introduced are within the scope and range
of both the designated fleet and STF overall plotlines.

9) Respect your fellow players in and out of play. Discuss differences of opinion
civilly and appropriately. In role-play, do not harm or make major changes to a
player's character, character's relatives, character's pets, or player's often
used NPCs (aka. PNPCs), without player permission.

10) STF archives all Role-Play posts with each player sending a copy of each post
to the authorized game archive of stf-archives@yahoogroups.com. (Individual
fleets may likewise have their own fleet archives.) These archive mailing lists
are not to be abused with commercial or offensive emails. Recruitment of players
to other units or outside games on these lists is also prohibited. STF-Crossroads
forums are provided for all essential and non-essential non-role-playing
discussion.

Player Roles, Rights, and Responsibilities

1) All players must adhere to General Role-Play and Membership guidelines rules
as set forth. Non-adherence can result in removal from select units, fleets,
or from STF as a whole.

2) Players have the right to remove their character from play, request transfer
to other units, and create additional characters for play in STF.

3) Players must keep their Commanding Officers informed of absences or mitigating
circumstances that affect responsiveness in the game.

4) Players may participate in administrative discussions and projects, but will
need to adhere to governing policies of those bodies.

Commanding Officer (CO) Roles, Rights, and Responsibilities

1) A CO has the right to final decisions on plot direction, and any
plot or NRPG designation that affects his unit. The CO must make sure that unit
plotlines do not conflict those of other units, as well as should not disrupt
the fabric of their member fleet nor STF's overall shared universe. Normally,
CINCFleets (or their representatives) exist as a tool if a CO needs advice on
how to work a plot into the overall plotline. Should disagreement arise,
the Commander-in-Chief of their Fleet (CINCFleet) or designated Administration
member and CO will work with whatever parties are involved to reach mutual
agreement.

2) A CO has the right to remove the unit from play, request transfer of unit,
and build NRPG support for that unit. This, however, must also be done with
cooperation of other parties that will be affected. This includes introduction
of new planets or species; change of course outside of designated fleet boundaries,
etc.

3) A CO has the right to promote, demote, and award crew as they see fit. Promotions
may be up to and including the rank below that of the Commanding Officer's. Such
RPG promotions, demotions, and awards should be done within reason and for
role-play purposes.

4) A CO has the right to remain in command of a unit as long as he is playing
and pushing a unit forward in play in a reasonable fashion. Should the CO become
non-responsive for an extended period of time, the crew may move forward and
contact the CINCFleet for the CO replacement to be assigned. Such a situation
would be resolved between the CINCFleet and the crew affected.

5) A CO has the right to invite any player to join his crew as long as that player
has not been banned from STF. Although guaranteed to the unit recruited for, all
new players should report to CSFO before entrance into STF so that personnel
tracking and a sharing of overall game information may take place. This likewise
allows new players to be correctly established in the player rolls and databases
maintained by game administration.

6) COs are asked to respect the domain of other unit COs when recruiting a player
internally, making sure the player has the time to devote to all characters
involved, making sure all COs involved remain informed of the situation, and
that it not be at the determent of any units involved.

7) The CO also has the right ask that any player not be selected as a member of his
crew for reasons such as: adversarial behavior, inactivity, disruption, and
unacceptable levels of vulgarity or indecency. Should this occur, the CO must
inform other COs and CINCFleets appropriately.

8) A CO must notify CSFO in the event of a player leaving their unit so that it
may be recorded and the vacant position listed.

9) A CO has the right to represent his unit, or assign a designate, in all voting
matters posed to STF as a whole body. A CO will be informed of all matters to be
brought to vote, and presented with all supporting information, by which to make
a decision.

10) A CO has the final decision on matters affecting play on and in behalf of his unit.
These decisions, however, if contrary to the spirit of this document, may result in
removal of a CO or a unit as a whole from STF.

Administration Roles, Rights, and Responsibilities

1) Administration in STF exists to support COs in their quest for a better role-playing
environment, and in general, to support the STF Mission Statement.

2) Administration has the right to modify this document with approval through a CO vote
(simple majority required).

3) Administration has the right to enforce this document.

4) Administration is responsible for development and maintenance of tools, references,
and services. Administration has the right to modify operational procedures in
discussion and modification of said tools, references, and services through consensus
of the Admiralty Board (simple majority if vote is deemed required).

5) While any player may participate in Administration discussion, and volunteer time
and services in completing Administrative projects, as an Administrative structure must
be in place to preserve order and further development. The following Administrative
officers make up the Admiralty Board:

A) Commander-In-Chief Fleet for each RP fleet (CINCFleet)

B) Chief of Starfleet Operations (CSFO)

6) Other Administrative officers known to be in the game but not necessarily members of
the administrative council are as follows: (list may not be all inclusive and other
such positions added at the discression of the Admiralty Board.)

A) Commander Bureau of Information (COMBOI)

B) Executive Editor Galactic News Service (EEGNS)

C) Commandant Starfleet Marine Corp (COMSFMC)

D) Commander Starfleet Engineering (COMSFE)

E) Commander Stellar Cartography (COMSC)

F) Director of the Department of Justice (DIRJUS)

G) Webmaster

H) Forum Administrator

7) Players may only hold one voting Administrative Office as one time. Other non-voting
Administrative offices may be held simultaneously.

Administrative Structure and Processes for STF

1) Admiralty Board

A) Shall consist of CINCs of each fleet and the CSFO.

B) Each CINCFleet shall have one vote on any matter that is determined to require
a vote by the Admiralty Board.

C) A Senior CINCFleet shall be selected by the CINCFleets to facilitate the board.
This officer will maintain his one vote as a CINCFleet.

D) CSFO shall have no vote, but may advise and shall keep abreast of Admin
matters.

2) Conclave Of COs

A) Each person who holds a CO's position in any recognized unit by STF that has
at least five players and has produced at least the number of posts that equals
the number of its players in the 30 days prior to the Conclave being called
to order.

B) If a person should hold more than one COs position, they shall still only
have one vote. The second unit may select to send another representative, however.

C) The Senior CINCFleet will serve as moderator and will not hold a vote regardless
of if he or she is a unit CO. In the case of the latter, another person may be chosen
to represent his/her unit in the conclave.

D) The Conclave may be called up to four times a year (once every three months)

a) The Conclave may be called by the request of two COs made in email to
Senior CINCFleet.

b) The Conclave may be called by request and vote of the Admiralty Board.

c) The Conclave will be called by the absence of a CINCFleet for
more than two months.

d) The Conclave may be called by the Admiralty Board at any time in the case of
irretrievable breakdown on the Admiralty Board.

E) The Conclave shall vote upon their Confidence of the Admiralty Board.

a) Confidence shall be determined by two-thirds majority.

b) If no confidence is declared, all positions on the Admiralty Board shall
become vacant and shall be filled as detailed below.

E) The Conclave shall vote on any other matter brought up by any member.

F) With the exception of a vote of confidence, decisions shall be made by
simple majority.

3) Roles

A) CINCFleet

a) Responsibilities include:

i) Management and day-to-day operations of their fleet.

ii) Shall work with the CO’s within their fleet to make sure that
continuality of plotlines within the fleet and game of STF are
maintained.

iii) Implementing duly voted policy of the Admiralty Board.

iv) Providing information on the Fleet and Units within that fleet
at the request of any member of the Admiralty Board.

v) Handling any complaints passed to them up the chain of command, or
to them by the Admiralty Board.

vi) Shall vote on the Admiralty Board.

b) Shall be voted for by simple majority of persons holding COs positions
within the fleet.

c) Shall on assumption of the role nominate a CINCFleetXO.

d) Shall create a character with the rank of Vice Admiral.

B) Senior CINCFleet

a) Responsibilities include:

i) Implementing duly voted policy of the Admiralty Board.

ii) Handling any complaints passed to them up the chain of command, or
to them by the Admiralty Board.

iv) Shall determine that a CINCFleet is absent by any method determined
by the Admiralty Board.

v) Handling external matters to the game with the assistance of the
Admiralty Board and any relevant Branches or Units.

b) Shall be nominated and confirmed by the unanimous agreement of CINCFleets.
If the CINCFleets are unable to unanimously select a Senior CINCFleet, the
task will be passed to the Conclave of COs where selection will be determined
by simple majority vote.

c) Shall on assumption of the role nominate a CSFO to be confirmed my
unanimous vote of CINCFleets.

d) Shall create a character with the rank of Admiral.

C) CSFO

a) Shall assume the responsibility of being the first port of call for players
or characters, which are new, dis-homed (by the dissolution of a unit), or
have complaint or reason to be unhappy for any reason.

b) Shall act as liaison for any player to the Admiralty Board.

c) Shall be responsible for carrying out any other admin duties assigned to
the position by the Admiralty Board.

e) Shall be nominated by the Senior CINCFleet and confirmed by unanimous agreements
of CINCFleets.

f) Holding this position means that this person may not hold a Fleet XO
position. Upon promotion to CSFO the affected CINCFleet must nominate
a new Fleet XO. If CSFO is promoted to CINCFleet, then a new CSFO must
be selected by the above process.

e) Shall create a character with the rank of Rear Admiral.

D) FleetXO

a) Shall have no defined duty other than to assume the position of CINCFleet
in matters requiring vote on the Admiralty Board in the case of absence of
the CINCFleet.

i) Other duties concerning the internal running of the fleet may be delegated
to the FleetXO as the CINCFleet determines.

b) Shall be nominated by CINCFleet on assumption of the position, which will
require no confirmation.

c) Shall create a character with the rank of Rear Admiral.

4) Election Procedures

A) Election of CINCFleets - presided over by Senior CINCFleet (If not available, then
one of the following in order of selection: CSFO, unit CO by seniority)

a) COs of the various fleets gather in a setting of their choice in which
to conduct what is considered fleet business.

b) Nominations begin

i) The floor is opened to nominations for a period of 48 hours.

ii) Nominations can be made by unit Commanding Officers to fill
positions that are presently up for election.

c) Candidate speeches

i) Shall last for 24 hours or until all speeches are delivered,
whichever comes first.

ii) Candidates are allowed to offer a single written speech to the
COs of their fleet or their representatives, stating why they
believe themselves best for the position, why they desire the
position, as well as their position of issues relative to the
game.

iii) During this time period, only speeches may be give with no rebutals or
questions as yet.

iv) It is asked that speeches remain both respectful and civil in
tone and wording.

d) Question and Answer period.

i) Shall last for 48 hours.

ii) Unit CO's may ask Candidates questions as they see fit with candidates
responding as necessary.

iii) Candidates may only respond to questions or points put towards them.

iv) It is asked that all posts written remain both respectful and civil in
tone and wording.

e) Voting Peroid

i) Senior CINCFleet (or agreed upon person) will nominate a date for the vote.

ii) Voting shall last for 48 hours or until all votes have been received,
whichever occurs first.

iii) Votes will be submitted in writing to Senior CINCFleet (or agreed upon person)
and will present the results of the election following the end of the
voting period.

iv) Votes will not be made public until the end. The vote of anyone casting
their vote to the general list will be considered null-and-void.

v) A simple majority of votes determines the winner. (If only one
candidate, then ballots will be marked in the form of "Yeah"
or "Nay".

B) Election of Senior Fleet by Conclave Of COs should unanimous agreement of
CINCFleets - presided over by CSFO (If not available, then one of
the following in order of selection: CINCFleet by seniority,
unit CO by seniority)

a) CINCFleets offer their nomination for the position of Senior CINCFleet.

b) Candidate speech

i) Shall last for 24 hours or until candidate speech is delivered,
whichever comes first.

ii) The nominated candidate is allowed to offer a single written
speech to the COs of their fleet or their representatives,
stating his or her views on the position and how best they
will handle that position.

iii) During this time period, only the speech may be give with
no rebutals or questions as yet.

iv) It is asked that speeches remain both respectful and civil in
tone and wording.

c) Question and Answer period.

i) Shall last for 48 hours.

ii) Unit CO's may ask the nominated candidate questions as they see fit
with the candidate responding as necessary.

iii) The candidates may only respond to questions or points put towards them.

iv) It is asked that all posts written remain both respectful and civil in
tone and wording.

d) Voting Peroid

i) CSFO (or agreed upon person) will nominate a date for the vote.

ii) Voting shall last for 48 hours or until all votes have been received,
whichever occurs first.

iii) Votes will be submitted in writing to CSFO (or agreed upon person)
and will present the results of the election following the end of the
voting period.

iv) Votes will not be made public until the end. The vote of anyone casting
their vote to the general list will be considered null-and-void.

v) A simpe majority of votes determines the winner with ballots marked
in the form of "Yeah" or "Nay".

4) Proposal Presentation and Voting Procedures by Conclave of COs. - presided over by
Senior CINCFLEET (If not available, then one of the following in order of selection: CSFO,
CINCFleet by seniority, unit CO by seniority)

A) Type of proposals introduced.

a) Proposals typically brought before the Conclave include those
concerning the constitution, their rights or club policy as a
whole, and other such matters that directly affect them.

b) Proposals may also be matters introduced by membership for
Conclave review.

c) The Conclave of COs reserves the right to review policies and
procedures passed by the Admiralty Board.

B) Presentation and Voting Procedures

a) Initial Presentation

i) The proposal is offered to the Conclave in final draft.

ii) Up to two selected persons representing the proposal are
allowed to deliver a written speech offering the merits
of the proposal.

iii) During this time period, no rebutals or questions are allowed
as yet.

iv) Period ends after 24 hours or until proposal and speeches have
been delivered, whichever comes first.

b) Question and Answer period.

i) Shall last for 48 hours.

ii) Unit CO's may ask questions as they see fit and as necessary of
those representing the proposal.

iii) It is asked that all posts written remain both respectful and civil
in tone and wording.

c) Voting Peroid

i) Senior CINCFLEET (or agreed upon person) will nominate a date for the vote.

ii) Voting shall last for 48 hours or until all votes have been received,
whichever occurs first.

iii) Votes will be submitted in writing to Senior CINCFLEET (or agreed upon person)
and will present the results of the election following the end of the
voting period.

iv) Votes will not be made public until the end. The vote of anyone casting
their vote to the general list will be considered null-and-void.

v) A simpe majority of votes determines if the proposal passes.
(Ballots will be marked in the form of "Yeah" or "Nay".)
