B) Each CINCFleet shall have one vote on any matter that is determined to require C) A Senior CINCFleet shall be selected by the CINCFleets to facilitate the board. D) CSFO shall have no vote, but may advise and shall keep abreast of Admin 2) Conclave Of COs A) Each person who holds a CO's position in any recognized unit by STF that has B) If a person should hold more than one COs position, they shall still only C) The Senior CINCFleet will serve as moderator and will not hold a vote regardless D) The Conclave may be called up to four times a year (once every three months) a) The Conclave may be called by the request of two COs made in email to b) The Conclave may be called by request and vote of the Admiralty Board. c) The Conclave will be called by the absence of a CINCFleet for d) The Conclave may be called by the Admiralty Board at any time in the case of E) The Conclave shall vote upon their Confidence of the Admiralty Board. a) Confidence shall be determined by two-thirds majority. b) If no confidence is declared, all positions on the Admiralty Board shall E) The Conclave shall vote on any other matter brought up by any member. B) Senior CINCFleet a) Responsibilities include: i) Implementing duly voted policy of the Admiralty Board. ii) Handling any complaints passed to them up the chain of command, or iv) Shall determine that a CINCFleet is absent by any method determined v) Handling external matters to the game with the assistance of the b) Shall be nominated and confirmed by the unanimous agreement of CINCFleets. c) Shall on assumption of the role nominate a CSFO to be confirmed my d) Shall create a character with the rank of Admiral. C) CSFO a) Shall assume the responsibility of being the first port of call for players b) Shall act as liaison for any player to the Admiralty Board. c) Shall be responsible for carrying out any other admin duties assigned to e) Shall be nominated by the Senior CINCFleet and confirmed by unanimous agreements f) Holding this position means that this person may not hold a Fleet XO e) Shall create a character with the rank of Rear Admiral. D) FleetXO a) Shall have no defined duty other than to assume the position of CINCFleet i) Other duties concerning the internal running of the fleet may be delegated b) Shall be nominated by CINCFleet on assumption of the position, which will c) Shall create a character with the rank of Rear Admiral. 4) Election Procedures A) Election of CINCFleets - presided over by Senior CINCFleet (If not available, then a) COs of the various fleets gather in a setting of their choice in which b) Nominations begin ii) Nominations can be made by unit Commanding Officers to fill c) Candidate speeches i) Shall last for 24 hours or until all speeches are delivered, ii) Candidates are allowed to offer a single written speech to the iii) During this time period, only speeches may be give with no rebutals or iv) It is asked that speeches remain both respectful and civil in d) Question and Answer period. i) Shall last for 48 hours. ii) Unit CO's may ask Candidates questions as they see fit with candidates iii) Candidates may only respond to questions or points put towards them. iv) It is asked that all posts written remain both respectful and civil in e) Voting Peroid i) Senior CINCFleet (or agreed upon person) will nominate a date for the vote. ii) Voting shall last for 48 hours or until all votes have been received, iii) Votes will be submitted in writing to Senior CINCFleet (or agreed upon person) iv) Votes will not be made public until the end. The vote of anyone casting v) A simple majority of votes determines the winner.
